On March 8, the House International Relations Committee approved, by voice vote, a bill (H.R. 3127) that would impose sanctions against individuals responsible for genocide in the Darfur region of Sudan. The Subcommittee on Africa, Global Human Rights and International Operations approved the measure on July 21 (see The Source, 7/22/05). The Senate approved a similar measure (S. 1462) on November 18 (see The Source, 11/21/05).
During consideration of the bill, the committee approved, by voice vote, a substitute amendment offered by Chair Henry Hyde (R-IL) that would define six benchmarks that the Sudanese government must achieve before international sanctions could be lifted. The substitute also would amend the Assistance for International Malaria Control Act (P.L. 106-570) to ensure that humanitarian aid reaches Darfur.
