On July 20, the House Appropriations Committee approved the Military Construction, Veterans Affairs (VA), and Related Agencies spending bill (H.R. 5822); and the Transportation, Housing and Urban Development (HUD), and Related Agencies spending bill (as-yet-unnumbered). Additional information on each bill will become available when the committee reports are printed.
Military Construction, VA, and Related Agencies
The Appropriations Committee approved, by voice vote, the FY2011 Military Construction, VA spending bill. The subcommittee approved the bill on July 14 (see The Source, 7/16/10).
According to the committee summary and funding table, the bill would provide $77.3 billion in discretionary spending for FY2011, which includes $1.275 billion for overseas contingency operations in Afghanistan. This amount is $700 million below FY2010 and equal to the president’s request. The Senate Appropriations Subcommittee on Military Construction, VA, and Related Agencies would provide $77.25 billion in FY2011.

Transportation, HUD, and Related Agencies
The House Appropriations Committee also approved, by voice vote, the FY2011 spending bill for Transportation, HUD, and Related Agencies. The Transportation, HUD, and Related Agencies Subcommittee approved the measure on July 1 (see The Source, 7/2/10).
According to the committee summary and funding table, the measure would provide $67.4 billion in discretionary spending in FY2011. This amount is $500 million below FY2010 and $1.34 billion below the president’s request; the Senate committee bill would provide $67.9 billion in FY2011.
The Transportation Department would receive $79.367 billion in FY2011. This amount is $3.668 billion over FY2010 and $1.666 billion over the president’s request. The Senate bill would provide $75.7 billion. The Department of Housing and Urban Development would receive $46.579 billion in FY2011. This amount is $519.98 million over FY2010 and $1.009 billion above the president’s budget. The Senate bill would provide $46.6 billion in FY2011.
During consideration of the bill, the committee adopted, by voice vote, a manager’s amendment by Rep. John Olver (D-MA) to move $145 million from the Section 8 Tenant-Based Voucher program to the homeless assistance grant.

Senate
On July 22, the Senate Appropriations Committee approved the FY2011 Commerce, Justice, Science, and Related Agencies (S. 3636); Transportation, HUD, and Related Agencies (as-yet-unnumbered); and Energy and Water Development (S. 1436) spending bills en bloc, by a vote of 17-12. The Subcommittees on Commerce, Justice, Science, and Related Agencies; and Transportation, Housing and Urban Development, and Related Agencies each approved their respective bills by voice vote on July 21.
Commerce, Justice, Science, and Related Agencies
According to the subcommittee summary, the bill would provide $60.1 billion in discretionary funds for FY2011. This amount is $4.3 billion below FY2010 and $400 million below the administration’s request. The House subcommittee bill would provide $60.535 billion in FY2011 (see The Source, 7/2/10).
The Department of Justice would receive $29.9 billion in FY2011. This amount is $1.82 billion over FY2010 and $160 million over the president’s request. The House bill would provide $30.032 billion in FY2011. The Department of Commerce would receive $9 billion in FY2011, $5.035 below FY2010 and $33 million above the president’s request.
