On December 5, the House passed, by voice vote, a resolution (H. Res. 825) agreeing to the Senate amendment and providing for a new House amendment to the Coast Guard and Maritime Transportation Act of 2012 (H.R. 2838). The House passed its original version of the bill on November 15, 2011 (see The Source, 11/18/11). On November 2, 2011, the Senate Commerce, Science, and Transportation Committee approved a virtually identical version of the bill (S. 1665) (see The Source, 11/4/11). The original House and Senate bills both contain provisions addressing sexual assault within the Coast Guard and at the Coast Guard Academy. On September 22, the Senate approved the House-passed version of the bill after adopting a substitute amendment (see The Source, 9/21/12).
The House amendment would authorize appropriations to the Coast Guard of $17.3 billion for FY2013 through FY2014, equal to the level authorized by the House-passed bill. The Senate-amended version of the bill would authorize $20.2 billion for FY2013 through FY2014, including retired personnel pay that is not authorized in the House amendment.
The House amendment would preserve provisions included in the House- and Senate-passed versions of the bill related to sexual violence and sexual harassment at the Coast Guard Academy.
