On February 5, the House and Senate approved, by voice vote, a continuing resolution (H. J. Res. 18) to fund government programs at their FY2002 levels through February 20, while lawmakers prepare to work on a conference report for an omnibus appropriations package that was attached to another continuing resolution (H. J. Res. 2).
To date, only 2 of the 13 FY2003 appropriations bills have been enacted: defense and military construction. Conferees are hoping to send the remaining bills to the President before the President’s Day recess in mid-February.
