Congress Approves Second CR

On October 3, the House approved, 404-7, a resolution (H. J. Res. 112) to fund government programs at their FY2002 levels through October 11. The same day, the Senate approved the resolution by voice vote.

Last week, Congress approved a continuing resolution (P.L. 107-229) that extends through December 31, the programs of the 1996 welfare reform law (P.L. 104-193) that were set to expire on September 30 (see The Source, 9/27/02). The extension allows states to continue receiving federal funding at the FY2002 level for programs, including child care subsidies and cash assistance grants.

To date, the House has approved five spending bills, while the Senate has approved three.
