On September 17, the Senate returned to its consideration of the FY2008 Defense Authorization bill (H.R. 1585). The Senate had begun debating the measure in mid-July, but failed to obtain the 60 votes needed to pass a cloture motion and end debate (see The Source, 7/20/07). The House approved the measure on May 17 (see The Source, 5/18/07).
During debate on the bill, the Senate approved, by unanimous consent, an amendment by Sen. Hillary Rodham Clinton (D-NY) that would require the secretaries of State and Defense to report to Congress on the planning and implementation of the policy toward Darfur, Sudan.
