Floor Action on FY2006 Appropriations Bills Continues

This week, the House and Senate approved the conference report for the Department of Homeland Security spending bill. In addition, the Senate approved the Department of Defense spending bill.

To date, only two of the eleven FY2006 appropriations bills have been enacted into law: Department of the Interior, Environment, and Related Agencies and Legislative Branch.

Department of Defense

On October 6, the Senate approved, 97-0, the FY2006 Department of Defense spending bill (H.R. 2863). The Senate began its consideration of the measure last week (see The Source, 9/30/05).

H.R. 2863 would allocate $390.2 billion for the Department of Defense in FY2006, a $939 million decrease below FY2005, $7 billion less than the administration’s request, and $17.8 billion less than the amount approved by the House on June 20 (see The Source, 6/24/05).

During consideration of the bill, the Senate approved the following amendments:

  • an amendment by Sen. Ted Stevens (R-AK) that would provide $732.4 million for the Community Services Block Grant, by voice vote;
  • an amendment by Sen. Barbara Boxer (D-CA) that would establish a Department of Defense Task Force on Mental Health, by voice vote; and
  • an amendment by Sen. Mark Dayton (D-MN) that would provide $60 million for child care services and family assistance centers, by unanimous consent.
