House Panel Clears Infant Mortality Bill

On July 28, the House Energy and Commerce Committee approved, by voice vote, the Nationally Enhancing the Wellbeing of Babies through Outreach and Research Now (NEWBORN) Act (H.R. 3470), after adopting, also by voice vote, a substitute amendment by Rep. Frank Pallone (D-NJ) that would move the program from the Centers for Disease Control and Prevention to the Healthy Start Initiative at the Health Resources and Services Administration. The Subcommittee on Health approved the measure on July 22 (see The Source, 7/23/10).

Under the bill, preference for the pilot programs would be given to the 15 counties or regions with the highest rates of infant mortality in the United States.
