House Passes State Department Authorization Bill

On September 28, the House approved, 384-37, the FY2014 Department of State Operations and Embassy Security Authorization Act (H.R. 2848). The House Foreign Affairs Committee approved the measure on August 1 (see The Source, 8/2/13).

According to the committee report, the bill would authorize in FY2014 $8.428 billion for Diplomatic and Consular Affairs (D&CP), which houses the Office to Monitor and Combat Human Trafficking. Funding for the Bureau of Democracy, Human Rights, and Labor, also housed within D&CP, would be authorized at $26.839 million. The measure would authorize $1.4 billion for Contributions to International Organizations and $1.942 billion for Contributions to International Peacekeeping activities.

The legislation would authorize the secretary of State to restrict or revoke the passport of a person convicted in a foreign country of a sex offense. However, such individuals would remain eligible to reapply for a passport upon his or her return to the United States.
