On September 28, the House Foreign Affairs Committee approved, by voice vote, several bills en bloc, including H.R. 3445, the AGOA (African Growth and Opportunity Act) and MCA (Millennium Challenge Act) Modernization Act, sponsored by Rep. Ed Royce (R-CA).
Among other provisions, the bill would, as a matter of U.S. policy, support efforts to “promote the role of women in social, political, and economic development in sub-Saharan Africa.”
