Piecemeal Stopgap Funding Resolutions Clear House

In light of the partial government shutdown, which continued into its second week, the House passed resolutions designed to provide “stopgap” funding for various departments, agencies, and programs. The House approved similar resolutions last week; the Senate has indicated that such resolutions will not be considered (see The Source, 10/4/13).

Food and Drug Administration (FDA)

On October 7, the House approved, 235-162, H. J. Res. 77, a resolution to provide funding for the FDA. Funding for the FDA typically is appropriated through an annual Agriculture, Rural Development, Food and Drug Administration, and Related Agencies spending bill. However, the FY2014 spending bill has yet to clear either chamber. The House Appropriations Committee approved its version of the measure (H.R. 2410) on June 13 (see The Source, 6/14/13); the Senate Appropriations Committee approved its version on June 20 (see The Source, 6/21/13).

The resolution would provide annualized funding in the amount of $2.3 billion through December 15. This amount is derived from the FY2013 continuing resolution (CR) (P.L. 113-6) and reflects spending cuts enacted by the Budget Control Act (P.L. 112-25), also known as sequestration.

Head Start

On October 8, the House passed, 248-168, a resolution (H. J. Res. 84) to fund the Head Start program through December 15. The FY2014 Labor, Health and Human Services, Education, and Related Agencies spending bill, which funds Head Start, has yet to be considered in the House; the Senate appropriations committee approved its version of the measure (S. 1284) on July 11 (see The Source, 7/12/11).

The measure would provide $7.59 billion for the program, which also is based upon the FY2013 CR and sequestration spending cuts.
