On October 3, the House passed, 415-1, a second continuing resolution (H. J. Res. 110) that will fund government programs at FY2000 levels through October 14. The Senate followed suit on October 5, approving the resolution by a vote of 95-1. To date, only two FY2001 appropriations bills have been signed into law. However, this week Congress sent the President 3 of the remaining 11 spending bills—the FY2001 energy and water spending bill, the FY2001 interior spending bill, and the FY2001 transportation spending bill.
