On April 3, the Senate passed, by unanimous consent, S. 735, the Providing Incentives for the Adoption of Children with Special Needs Act of 2009. Sponsored by Sen. Max Baucus (D-MT), the bill is to “ensure states receive adoption incentive payments for FY2008 in accordance with the Fostering Connections to Success and Increasing Adoptions Act of 2008 (P.L. 110-351),” which was signed into law on October 7, 2008 (see The Source, 9/26/08).
