With three FY2002 appropriations bills still unfinished, Congress passed a seventh continuing resolution (H. J. Res. 78) to fund government operations through December 21. Both the House and Senate approved the resolution by voice vote on December 13.
Negotiations continue on how to distribute $20 billion earmarked for the terrorism response in the FY2002 defense spending bill (H.R. 3338). Conferees on the FY2002 Labor, Health and Human Services, and Education spending bill (H.R. 3061) are expected to meet early next week. The final bill, the FY2002 foreign operations spending bill (H.R. 2506), is expected to be the last measure to clear Congress.
