Subcommittee Approves Fetal Protection Bill

One week after a hearing on legislation (H.R. 503) that would create a separate offense if an individual kills or injures an “unborn child” while committing a federal crime against a pregnant woman, the House Judiciary Subcommittee on the Constitution approved the measure by voice vote (see The Source, 3/16/01, p. 6).

Sponsored by Rep. Lindsey Graham (R-SC), the bill was approved by the House in September 1999 but not considered by the Senate.

Democrats are expected to offer a substitute amendment when the full committee considers the bill on March 28.
