Congressional Schedule: February 12-16, 2024

Floor Action: The House and Senate are in session this week.

Human Trafficking– On Tuesday, the House is scheduled to consider H.R. 5856, the Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act.

International– On Tuesday, the House is scheduled to consider H. Res. 966, a resolution condemning rape and sexual violence committed by Hamas in its war against Israel.

Hearings:

Health– On Wednesday, the House Energy and Commerce Health Subcommittee is scheduled to consider a number of bills, including H.R. 4534, the Women and Lung Cancer Research and Preventive Services Act of 2023, H.R. 3916, to reauthorize and improve the National Breast and Cervical Cancer Early Detection Program, and H.R. 7224, a bill to reauthorize the Stop, Observe, Ask, and Respond to Health and Wellness Training Program to provide health care and social services providers with training on identifying human trafficking.   

Veterans– On Wednesday, the House Veterans’ Affairs Committee will hold a hearing, “VA’s HR Office: Did Leaders Ignore and Perpetrate Sexual Harassment?”.

Human Trafficking 

H.R. 7224–Rep. Steve Cohen (D-TN)/Energy and Commerce (2/5/2024)–A bill to reauthorize the Stop, Observe, Ask, and Respond to Health and Wellness Training Program, which includes provisions to train healthcare providers to identify victims of human trafficking. 

H.R. 7318–Rep. Frederica Wilson (D-FL)/Judiciary; Education and the Workforce; Energy and Commerce; Financial Services (2/9/2024)–A bill to combat child human trafficking. 

Military 

S. 3776–Sen. Richard Blumenthal (D-CT)/Commerce, Science, and Transportation (2/8/2024)–A bill to establish a safe-to-report policy within the Coast Guard to remove barriers for reporting sexual assaults without fears of being penalized for minor collateral misconduct.

Reproductive Health 

S. 3741–Sen. Tim Scott (R-SC)/Health, Education, Labor, and Pensions (2/6/2024)–A bill to prohibit the Secretary of Health and Human Services from restricting funding for pregnancy centers.

Sports 

S. Res. 542–Sen. Laphonza Butler (D-CA)/Commerce, Science, and Transportation (2/5/2024)–A resolution supporting the observation of “National Girls & Women in Sports Day” on February 7, 2024, and to raise awareness of and celebrate the achievements of girls and women in sports.

S. 3762–Sen. Christopher Murphy (D-CT)/Health, Education, Labor, and Pensions (2/7/2024)–A bill to prohibit certain discrimination against athletes on the basis of sex by state athletic associations, intercollegiate athletic associations, and covered institutions of higher education.

H.R. 7269–Rep. Alma Adams (D-NC)/Education and the Workforce (2/7/2024)–A bill to prohibit certain discrimination against athletes on the basis of sex by intercollegiate athletic associations. 

Tax Policy 

H.R. 7252–Rep. Danny Davis (D-IL)/Ways and Means (2/6/2024)–A bill to enhance the Child and Dependent Care Tax Credit and make the credit fully refundable for certain taxpayers. 

Women’s History 

S. Res. 998–Rep. Valerie Foushee (D-NC)/Transportation and Infrastructure (2/5/2024)–A bill to honor the life and legacy of Rosa Parks by nationally recognizing February 4, 2024, as “Transit Equity Day”.

S. Res. 553–Sen. Josh Hawley (R-MO)/(2/8/2024)–A resolution honoring the life of Jean A. Carnahan, former Senator for the state of Missouri.
