Weekly Legislative Update: September 8, 2025

Congressional Schedule: September 8–12, 2025 

Floor Action: The House and Senate are in session this week.  

Military- This week, the House is expected to consider H.R. 3838, the Streamlining Procurement for Effective Execution and Delivery and National Defense Authorization Act for FY2026, which includes funding for the Defense Health Program and military personnel programs, among others. 

Hearings:   

Health– On Tuesday, the House Oversight and Government Reform will hold a hearing, “Better Meals, Fewer Pills: Making Our Children Healthy Again.” 

Also on Tuesday, the Senate Judiciary Subcommittee on Privacy, Technology, and the Law will hold a hearing to examine whistleblower allegations that Meta buried child safety research. 

Mark-Ups: 

Appropriations – On Tuesday, the House Appropriations Committee will mark up the FY2026 Labor, Health and Human Services, Education, and Related Agencies spending bill (as-yet-unnumbered). 

On Wednesday, the House Appropriations Committee will mark up the FY2026 Commerce, Justice, Science, and Related Agencies spending bill (as-yet-unnumbered). The measure will likely include funding for programs to combat violence against women. 

On Thursday, the Senate Appropriations Committee will mark up the FY2026 Homeland Security spending bill (as-yet-unnumbered). The legislation will likely include a provision stating that none of the funds are made available to place restraints on pregnant women in the custody of the Department of Homeland Security unless stated otherwise by a department official or medical professional.   

Human Trafficking – On Tuesday, the House Judiciary Committee is scheduled to mark up several bills, including H.R. 4371, the Kayla Hamilton Act, and H.R. 4323, the Trafficking Survivors Relief Act of 2025.

Health 

S. 2702—Sen. Jim Banks (R-IN)/Health, Education, Labor, and Pensions (09/03/2025)—A bill to require local educational agencies, State educational agencies, and other governmental education entities to respect the rights of parents regarding gender transition, and for other purposes. Cosponsors: 5 Republicans, 0 Democrats.

H.R. 5116—Rep. Mary Miller (R-IN)/Education and Workforce (09/03/2025)—A bill to require elementary schools and secondary schools that receive Federal funds to obtain parental consent before facilitating a child’s gender transition in any form, and for other purposes. Cosponsors: 10 Republicans, 0 Democrats. 

Sports 

H.R. 5149—Rep. Nancy Mace (R-SC)/Armed Services; Education and Workforce (09/04/2025)—A bill to prohibit male students from participating in female sports at schools operated by the Department of Defense Education Activity, and for other purposes. Cosponsors: 1 Republican, 0 Democrats.
