Senate Approves FY2010 Supplemental, Sends Bill Back to House

On July 22, the Senate approved, by unanimous consent, its version of the FY2010 supplemental spending bill (H.R. 4899), following a procedural vote, 46-51, that rejected the House-passed version of the bill. The Senate originally passed its version on May 27 (see The Source, 5/28/10); the House passed an amended version on July 1 (see The Source, 7/2/10).

In rejecting the House version of the bill, the Senate eliminated $22.8 billion in funding for emergency food assistance and the Pell Grant program, and to retain and hire teachers nationwide.

Under the bill, the Department of Defense would receive $32.787 billion for overseas contingency operations, the Defense Health program, and military personnel. The Department of State would receive $6.177 billion to provide humanitarian relief and disaster assistance in Haiti; humanitarian relief efforts in Afghanistan, Iraq, Democratic Republic of Congo, and Mexico, among other countries; and health and education services to women in Afghanistan and Pakistan; support international peacekeeping activities; and address the influenza pandemic.
