Congress Overrides President’s Veto of Farm Bill, Clerical Error Forces Reconsideration

On May 21, the House voted, 316-108, to override the president’s veto of the Food and Energy Security Act, also known as the Farm Bill (H.R. 2419). The Senate voted, 82-13, to override the veto on May 22. The House approved the conference report on May 14, while the Senate approved the conference report on May 15 (see The Source, 5/16/08).

The House reconsidered the bill when it was discovered that a clerical error had stripped the trade policy portion from the measure before it was sent to the president. Because of concerns regarding the constitutionality of overriding the president’s veto of the incomplete bill, on May 22, the House voted, 306-110, to approve the legislation in its entirety (H.R. 6124). The Senate is expected to vote separately on the omitted portion of the bill.
