Congress Passes Continuing Resolution Before Pre-Election Recess

On September 30, the House passed, 228-194, a continuing resolution (H.R. 3081) to fund the federal government though December 3. The Senate passed the measure, 69-30, on September 29; President Obama signed the bill into law on September 30.

Although the House and Senate Appropriations Committees have acted on several FY2011 spending bills (see The Source, 9/17/10, 7/30/10 (Senate), 7/30/10 (House), 7/23/10, and 7/2/10), none of the twelve measures has been cleared for the president’s signature. The 2011 fiscal year began on October 1.

The bill extends the Temporary Assistance for Needy Families (TANF) Block Grant and Child Care Entitlement to States programs at current funding levels until December 3.

The resolution contains $8.2 billion in funding cuts to the Census Bureau and the Base Realignment and Closure (BRAC) program.
