When the 109th Congress adjourned on December 9, only two of the thirteen spending bills had been enacted into law: the Department of Defense (P.L. 109-289) and the Department of Homeland Security (P.L. 109-295).
Unable to complete work on 11 of the 13 FY2007 appropriations bills, Congress approved a long-term continuing resolution (P.L. 109-383) funding most government programs through February 15 at their FY2006 level, the FY2007 level set in the House-passed bill, or the FY2007 level set in the Senate-passed bill, whichever is lowest. As a result, the 110th Congress will have to resolve the remaining spending issues next year. Accordingly, this wrap-up only mentions the FY2007 funding levels specific to programs affecting women and their families enacted in the Department of Defense spending bill. A complete summary of the FY2007 appropriations will be published as soon as the 110th Congress finishes work on the remaining spending bills.
Department of Defense P.L. 109-289
The final bill provides $447.6 billion for the Department of Defense in FY2007, including $70 billion to support continuing operations in Iraq and Afghanistan. This amount represents a $19.1 billion increase over FY2006, not including emergency or supplemental appropriations, and is $4.1 billion less than President Bush’s request.
Medical Technology Programs: P.L. 109-289 provides $232.457 million for medical technology initiatives, $51.387 million less than FY2006. Included in that amount is level funding of $1 million for advanced breast and prostate cancer research. Advanced medical technology initiatives will receive $302.357 million, $2.778 million less than FY2006. Included in that amount is $1.8 million for the Cancer Genomics Center for Women in the Military, $300,000 above FY2006; $3.6 million for the Gynecologic Disease Program, $200,000 above FY2006; and $1.6 million for cervical cancer research.
Overseas Humanitarian, Disaster, and Civic Aid: As requested by the administration, overseas humanitarian, disaster and civic aid will receive $63.204 million in FY2007, $2.272 million more than FY2006. The bill also provides $20 million for peacekeeping operations in Darfur.
Women in Military Service for America Memorial Foundation: The bill provides level funding of $1 million to the Women in Military Service for America Memorial Foundation.
Department of Defense health programs will be funded in the FY2007 Military Construction, Veterans Affairs, and Related Agencies spending bill.
