House Approves College Affordability Bill

On February 6, the House passed, 354-58, the College Opportunity and Affordability Act (H.R. 4137), a bill to reauthorize the Higher Education Act (P.L. 105-244), which will expire on March 31. The House Education and Labor Committee approved the measure on November 15, 2007 (see The Source, 11/16/07). The Senate passed a similar bill (S. 1642) on July 24 (see The Source, 7/27/07).

Among other provisions, the bill authorizes the secretary of the Department of Education to make grants to colleges and universities to improve postsecondary education, including a grant for a demonstration program within the Fund for the Improvement of Postsecondary Education for homeless youth and those in foster care, and for the establishment of a center for “best practices” to support single parent students.
