On July 1, the House approved, through a series of votes, the Senate amendments to the FY2010 supplemental appropriations bill (H.R. 4899). The Senate approved its version of the legislation, which does not contain funding for doemstic programs, emergency food aid, and several other programs, on May 27 (see The Source, 5/28/10).
The measure would provide $58.962 billion for military operations in Afghanistan and Iraq, disaster relief, and compensation for veterans. Included in that amount is funding for military personnel and the Defense Health program. In addition, funding for State Department humanitarian relief to combat gender-based violence and provide disaster relief in Haiti, assist Afghan women, and address global health also is included.
Among the series of votes, the House adopted, 215-210, the rule (H. Res. 1500), which governs consideration of the supplemental on the House floor. The rule contains, among other provisions, a budget enforcement resolution that caps discretionary spending at $1.12 trillion ($7 billion below the president’s request and $3 billion below the Senate’s budget resolution).
The House also adopted, 239-182, an amendment to provide $10 billion to assist with the hiring and retention of teachers, $4.95 billion for the Pell Grant program, and $50 million in emergency food assistance, among other provisions.
