House Passes FY2011 Appropriations Bills

Military Construction, Veterans Affairs, and Related Agencies

On July 28, the House passed, 411-6, the FY2011 Military Construction, Veterans Affairs, and Related Agencies spending bill (H.R. 5822). The House Appropriations Committee approved the measure on July 20 (see The Source, 7/23/10).

Overall spending for the FY2011 bill is $141.104 billion, which includes $77.255 billion in discretionary funds. The overall amount is $6.537 billion over FY2010 and equal to President Obama’s request.

According to the committee report, the bill contains provisions to address the use of tobacco among veterans (p. 45), the treatment of veterans with HIV/AIDS (p. 46), and the availability of child care facilities at VA medical facilities (p. 48).

The spending bill provides funding for military family housing and veterans health programs, among other programs.

Transportation, Housing and Urban Development, and Related Agencies

On July 29, the House approved, 251-167, the FY2011 Transportation, Housing and Urban Development, and Related Agencies spending bill (H.R. 5850). The House Appropriations Committee approved the bill on July 20 (see The Source, 7/23/10).

The committee report provides details on funding for programs within the Departments of Transportation and HUD that are important to women and their families.

During consideration of the bill, the House adopted, by voice vote, an amendment by Rep. Gwen Moore (D-WI) to increase funding for the Office of Small and Disadvantaged Businesses by $100,000 and Minority Business Resource Center outreach efforts by $225,000.
